Na sjednici Gradskog vijeća održanoj u travnju, na vijećničko pitanje o retenciji, gradonačelnik Domitrović požalio se da o tome nema nikakvih informacija te dodao da o svemu doznaje iz medija.
Pri tome je dodao kako nema kontakata s Hrvatskim vodama, i da je zadnjih godinu dana komunikacija s voditeljem projekta „Retencija Ogulin“ potpuno prekinuta i da zadnju godinu dana, nema nikakve informacije iz Hrvatskih voda. To je iz HV-a, odmah demantirno. E sada, gdje je greška u komunikaciji nije mi jasno, obzirom da ja, kada god nazovem Hrvatske vode koje nose ovaj, 185 milijuna težak projekt, na svoja pitanja, uvijek dobijem odgovor. A gradonačelnik ne. Tu mi nešto ne štima. Pa mi je u najmanju ruku blesavo da baš meni iz Hrvatskih voda ljubazno obješnjavaju u kojoj je fazi projekt, a gradonačelnika navodno ignoriraju. Čudno.
No 31. srpnja dogovoren je ipak sastanak na kome je gradonačelnik trebao dobiti odgovore na pitanja o retenciji. Ali do sastanka nije došlo, jer kako su mi u Hrvatskim vodama rekli, gradonačelnik je bio zauzet. Kasnije sam saznao da je u to vrijeme trebao dati izjavu za RTL. I tako je odgodio za Ogulin važan sastanak, za 28 sekundi besplatne reklame na RTL-u.
I onda ipak. Jučer se je gradonačelnik konačno sastao s voditeljem projekta „Retencija Ogulin“ Vladimirom Turkovićem, gdje je informiran o trenutnom stanju, tako da će na buduće vijećničko pitanje moći dati odgovor. A dok on to učini, evo kakva je situacija.
Radovi na „Retenciji Ogulin“ počeli su početkom ožujka. Prvi je na redu bio zaštitni zid kod ribnjaka Vitunj. Posao vrijedan 2,5 milijuna kuna, obavlja tvrtka TRG d.o.o. Loše vrijeme malo je usporilo radove, morali su sanirati i most na ribogojilištu jer ne bi izdržao teret teških vozila, tako da se kraj ovoga posla očekuje u 10-om mjesecu.
Radovi na samoj brani trebali su početi još ovog proljeća. Direktor Hrvatskih voda, Zoran Đureković, još prošle jeseni najavio je da ove godine godine napokon počinje gradnja retencije kod Ogulina. No zapelo je. Jer pojavio se problem za koji se nije znalo. Na području buduće retencije je TK optički kabl, koga, poput dalekovoda i vodovoda, treba izmjestiti. I sada se tu po našem dobrom običaju plete vrzino kolo - pa se radi novi projekt, pa se pravi troškovnik, pa se rješavaju birokratske zavrzlame, što je za par mjeseci odgodilo početak radova. Trenutno se radi na pribavljanju dokumentacije za građevinsku dozvolu za nasip i preljevnu građevinu. Dozvola za preljevnu građevinu, ili pregradno mjesto gdje će se nakupljena voda preljevati, dobivena je i čeka se da postane pravomoćna. Jer u međuvremenu, netko u ovom našem smušenom sistemu može pokrenuti, iz tko zna kakvih razloga, upravni postupak, i sve zakočiti. Takve nebulozne zavrzlame svjedoci smo kod građenja pristupnih cesta Pelješkom mostu. Za nadati nam je da nam se tako nešto neće dogoditi.
Za nastavak gradnje same brane, sva je dokomentacija spremna i dozvola će se tražiti uskoro a po njenom dobivanju, nadamo se ubrzo, slijedi i raspisivanje natječaja za izvođenje radova. Iz HV-a kažu da bi to trebalo biti do kraja godine. Međutim, ne možemo metnuti s uma već nam poznate i viđene igre i igrice, gdje se svatko može žaliti i odgoditi početak radova. U slučaju da takvih komplikacija ne bude, radovi na brani trebali bi početi u proljeće.
